Foster Care
Foster Care can be defined as the act of rearing a child who is not one's biological or adopted child. It requires one to love, care and share with someone else's child in the same way one is expected to do for their biological child.
Almost every Jamaican knows of or has been in a home where the "raising", "growing" or taking care of a relative's neighbour's or even a stranger's child has taken place.
This provision of a substitute family to perform the functions of natural parents has been practised in Jamaica in a formal as well as informal way.
In it's formal implementation, this practice is known globally as Foster Care.
Child Development Agency utilizes Foster Care as one of its programmes aimed at achieving the objective of providing a better quality of life for children who have been abandoned, orphaned, rejected or suffer any other form of abuse and are in need of a substitute family.

The Adoption Board has responsibility for adoption matters pursuant to Section 5 of the Children “Adoption of” Act. It is the only organization in Jamaica authorized to do the following:

Foster Care and Adoption
Foster care can lead to adoption. However it requires due process and an agreement from the biological parents. In a situation where the biological parents cannot be found an advertisement must be placed in the print media for three consecutive Sunday’s, notifying them of the intention of the foster parents to adopt the child, after which if no parent comes forward to claim the child or if the identified parent agrees, the child can be adopted after six weeks.
